Since the begining of the war there has been a significant increase in Russian-hosted servers with fake pop. These servers makes it harder to find a good server to play Rust since there is no filter to remove NR rated servers from search and neither to exclude countries (that would also help alot). The only option at the time being is to click through multiple pages of NR rated Russian servers which is really infortunate and annoying.
