Show a proxy/VPN label next to IPs on the identifier selection page when adding a ban#346

When banning a player, it would be nice to see which IPs are VPNs, on mobile it can be quite frustrating going back and forth between the RCON profile, remembering which IPs are VPNs and then going back to the add a ban page.

There are services which can IOC match known anonymization ip ranges. This could be integrated to the player ip association and have a server admin flag to automatically add anonymization service CIDR ranges to a banlist.
